The 101st client site is the cleanest trigger
Business already supports a large portfolio. If your agency has 40, 70 or even 95 active client sites, Agency's extra 400 slots may sit unused. The first hard site-capacity reason to move is when a real 101st client site needs activation.
Keyword volume can trigger the upgrade earlier
Business includes 10,000 tracked keywords; Agency increases that to 50,000. A local-search agency tracking many cities, services and competitors can hit 10,000 before reaching 100 websites. Count the actual tracking workload, not only site count.
